If Russia was attacked by terrorists from Saudi Arabia and then blamed it on Afghanistan?

And then invaded Iraq on made up charges of them having WMD’s and later expanded to invade Libya and Yemen, would America be happy they were “fighting terror” or would America be calling Russia a menace?
