Did the CIA fail in Iraq not finding WMD and Lying to the World?

There were no WMDs to find and the CIA told this to Bush before he invaded. I'm not a fan of the CIA, but Iraq was not their f--k up, it was the Cheney crew. no one in government really believed there were WMDs, or even cared enough to plant any.
